Abstract: FERC is amending its regulations under the Federal Power Act to create Regional Transmission Organizations. The FERC's objective is for all transmission owning entities the Nation, including non-public utility entities, to place their trans- mission facilities under the control of appropriate regional transmission institutions in a timely manner. Regional institu- tions can address the operational and reliability issues now con- fronting the industry, and any residual discrimination in trans- mission services that can occur when the operation of the trans- mission system remains in the control of a vertically integrate..
