Abstract: FERC is amending its regulations under the Federal Power Act to create Regional Transmission Organizations. The FERC's objective is for all transmission owning entities in the Nation, including non-public utility entities, to place their transmission facili- ties under the control of appropriate regional transmission inistitutions in a timely manner.
