This collection is approved pursuant to 5 CFR Part 1320. OMB notes, however, that the collection may need to be revised to reflect EPA's April 25, 2000 final rule establishing Phase 2 emission standards for handheld engines at or below 19 kW. Prior to collecting any information under the provisions of that rule, EPA should ensure that an information collection request has been approved by OMB as required by the Paperwork Reduction Act. In resubmitting this collection to OMB for renewed approval, EPA should take care to ensure that the supporting statement is clear and understandable. EPA should also include all appropriate documentation, including certification forms, as required by 5 CFR Part 1320.

This request covers applications for engine emission certification by manufacturers of SI nonroad engines. The ABT program will allow manufacturers to generate emission credits for use in averaging, banking, or trading. Under averaging, a manufacturer could certify one or more engine families within its product line at levels above the emission standard, provided the increased emissions are offset emission reductions for one or more families certified below the standard.
