Abstract: Discharge of pollutants in excess of what is permitted under MARPOL 73/78 and pollution sightings must be reported to the Coast Guard to aid in the appropriate response to threatening pollution and effective enforcement of MARPOL 73/78 laws and regulations. The public should be allowed to apply for equalivalents, exemptions, and alternatives.
