The FCC has commenced a comprehensive study to "help identify and evaluate market entry barriers and other impediments on participation and attainment of licenses" by small, women, and minority-owned businesses. The results of the survey and future data collections under the FCC's overall review of market entry barriers will help inform the Agency of whether there is a need to adopt special incentive programs for small, minority, and women-owned businesses.
