This collection
is disapproved based on the following factors: The material
submitted with this package is, according to the FEMA web site,
out-of-date and no longer used. None of the forms comply with the
disclosure requirements of the PRA. No documentation is included to
account for training, information technology, or State resources
necessary to participate in this collection. A burden figure of
$1.6 is asserted, but not supported, and is not included in the
total annual cost burden. In addition, the value of a volunteer
firefighter's time is not zero. FEMA should review the application
of the Privacy Act to casualty information since computerization
make accessing records by name possible even if the system of
records is not primarily organized by name. FEMA should resubmit
this package to reflect the actual state of this program, including
any forms, handbooks, or guidance used to implement the program. In
addition, FEMA should remember that part of demonstrating need and
practical utility of a collection is a demonstration of how the
information has been used in the past.

NFIRS data is used at the local,
State, and Federal levels as a standard method of collecting
information concerning fire incidents, which is in turn employed to
quantify the national experience and to formulate intervention
strategies which target loss reduction from fire.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
