by 5 CFR 1320 occurs prior to an information collection's
expiration date. Agencies should submit non-emergency extension
requests sufficiently prior to expiration dates to allow for a
60-day period of OMB review.

The FNS-191 form is used by CSFP local
agencies to collect racial/ethnic data on each participant for 1
month of the year. The FNS-101 form is completed by FDPIR and FSP
local agencies on all households for 1 month of the year. The data
is used to monitor local agencies' compliance with the Civil Rights
Act.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
