The Bureau of the Census developed the Accuracy and Coverage Evaluation (A.C.E.) approach for measuring coverage of the population in the decennial census. The first phase of the process is to independently list each housing unit in the A.C.E. sample block clusters. During the next phase, an interviewer will visit selected housing units and conduct an interview with the occupant(s) to reconcile the differences. Then, we will conduct person interviews at all addresses on the A.C.E.-enhanced list of addresses developed during the first phase. Using a laptop computer, a roster of census day residents is....
