The U.S. is under obligation by this international treaty to impose certain trade controls. States Parties may only export Schedule 1 chemicals to other States Parties, must provide advance notification of exports of any quantity of a Schedule 1 chemicals, and must submit annual reports of exports of such chemicals during the previous calendar year. The Convention also requires that, prior to the export of a Schedule 2 or Schedule 3 chemicals to a non-States Party, the exporter obtain an end-use certificate issued by the Government of the importing country.
