This collection
is approved according to the revisions submittted to OMB on October
21, 1999. In approving this collection, OMB makes an exception to
the Census Moratorium for the periods March 1-March 14 and May 16-
June 30. No initial contacts with respondents may take place
between March 15-May 15, 2000. Approval is granted for the DES
pilot study and concept clearance is granted for the main study.
Due to the importance of the pilot study in identifying and
resolving methodological problems (especially regarding response
rates and effectiveness of the respondent screener), there remains
a concern that the schedule does not allow adequate time for review
and revision between the pilot study and the main study. SSA is to
report to OMB by November 2000 on the results of the pilot. SSA
must seek clearance for any changes to be made to the main study
(including methodological changes and changes to the survey
instruments). If the pilot study results reveal methodological
problems, a delay in fielding the main study is foreseen in order
to fully and confidently resolve pilot study issues.

SSA is sponsoring a national
disability study of the civilian non-institutionalized population
of working-age adults aged 18-69. The DES will provide a key source
of data for disability program and policy goals of critical
interest to SSA, Congress, and others. The respondents are
individuals age 18 to 69 and their medical providers.
