The Independent Offices Appropriation Act of 1952 (IOAA) (31 U.S.C.) authorizes the Commission to establish fees for services. In addition, Congress directed the Commission in the Omnibus Budget Reconciliation Act of 1986 (OBRA) to "assess and collect fees and annual charges in any fiscal year in an amount equal to all of the costs incurred by the Commission in that fiscal year." (42 U.S.C. 7178) Commission staff use financial data submitted by regulated entities to obtain adjusted sales of resale and adjusted coordination of sales to compute annual charges.
