the following terms of clearance. OMB notes that EPA has not
estimated the full costs of complying with this collection.
Specifically, the ICR does not contain an estimate of costs
associated with production line testing needed to generate the
information required by this rule. As soon as practicable, EPA
should submit to OMB an estimate of the complete costs (including
capital and operations & maintenance costs) associated with
PLT, and submit a revised estimate of the cost burden associated
with the collection.

Engine manufacturers will report and
keep records of production information, testing procedures, test
data, and laboratory information. They will submit reports when
assembly-line test programs are completed by the manufacturer. EPA
will use this information to verify compliance with emission
standards.
