As mandated by the Clean Air Act, manufacturers of small spark- ignition engines must perform emission on new production engines and used engines to determine that the engines comply with applicable emission standards throughout their useful lives. Manufacturers must generate and submit to EPA that describe engines tested, test procedures and test results and maintain records. EPA must also audit engine manufacturers' emission testing practices.
