Terms of Clearance: OMB would appreciate the opportunity to review agency responses to public comment on the information collection requirements in this rule before taking final action. This collection appears to define the information collection requirement as limited to some 40 reports annually with 1254 burden hours. Our review of the preamble and regulatory evaluation would suggest that most of the development and implementation costs of this program would be properly regarded as an information collection burden. We request that this issue be addressed before final review of the information collection request and promulgation of the final rule.
