Abstract: Public Housing Agencies (PHAs) can form consortia and joint ventures to administer their housing programs. Statute requires that a plan be developed, a single 5-year plan and a single annual plan, reports be submitted to all PHAs in the consortium, and a consortium agreement be developed and signed.
