described in that memo, BLS will submit individual cog- lab
requests to OMB with an ICW. OMB will have ten days to comment on
the request. Also, BLS request to compensate participants is
limited to $25. Requests to compensate at a higher level will be
evaluated on a case by case basis. Lastly, BLS shall submit an ICW
reducing the burden hours associated with this collection to 5000
at the end of FY 2000.

The proposed laboratory research will
be conducted from fiscal year (FY) 2000 through FY 2002 to enhance
data quality in the Bureau of Labor Statistics' surveys.
Improvements will be made by examining psychological and cognitive
aspects of BLS's data collection procedures, including
questionnaire design, interviewing procedures, and administration
technology.
