Approved as amended by and consistent with EDs memo to OMB of 2/1/2000 and the following additional terms: (1) in accordance with the OMB 12/16/1997 memorandum, subject: Minimizing Household Surveys During the 2000 Census of Population and Housing, ED will will develop an additional or alternative process to ensure respondents can only reply during normal business hours from March 1 through June 30, 2000, therefore avoiding any conflict with the 2000 Census survey; (2) ED will advise OMB of this additional/alternative process prior to launching the survey; (3) ensure that precise measures are in place to safeguard all aspects of privacy and confidentiality; (4) ensure that incentives are readily avaliable to recipients based on geographic location; (5) ensure that notification letters are tailored to each respondent category and that each letter includes the OMB control number, expiration date, voluntary nature of the collection of information and the statement 'Persons are not required to respond to the collection of information unless it displays a currently valid OMB control number;' and (6) ensure that OMB approval is obtained before soliciting advance participation approval from respondents, therefore, ensuring that all aspects of the collection of information have been approved in accordance with the PRA 95.

The Study of Personnel Needs in Special Education (SPeNSE) will describe the number and qualifications of personnel serving students with disabilities. SPeNSE will explore variation in workforce adequacy and identify working conditions, State and local policies, preservice education, and continuing professional development practices that explain that variation.
