Approval is given for the focus groups only at this time. ED shall submit an emergency clearance for the full study once it is developed, and must ask for at least two weeks of public comment in the Federal Register at that time. It is noted that this emergency package did not go out for public comment, and that the full survey will not have time to go out for much public comment. ED shall work to ensure that studies are planned enough in advance to allow for signficant public comment and OMB review in the future.

In order to inform the reauthorization of IDEA, OSEP needs information on the causes of reported paperwork burden among special education teachers. This substudy will explore factors associted with paperwork burden through focus groups and telephone interviews with special education teachers.
