This ICR is
approved through December 2000. The Fiscal Year 1999 Information
Collection Budget states that "EPA's Office of Solid Waste and
Emergency Response expects to eliminate more than 829,000 burden
hours through recordkeeping changes in the Spill Prevention Control
and Countermeasures (SPCC) program...EPA expects to promulgate a
revised rule during FY 1999..." During discussions with OMB about
this ICR, EPA confirmed that it is still on track to publish a
final rule this fiscal year. As mentioned previously, in the ICR
associated with this final rule, EPA should address all comments
filed on this information collection request, in addition to those
comments filed on the proposed rule and the associated ICR. EPA is
again reminded that it should address OMB's 5/5/98 comments filed
on the ICR associated with the proposed rule (subject to the
qualification that at the time of its revision, EPA should conform
with current OMB guidance regarding treatment of contractor
burden). As part of its resubmission, EPA should also verify that
the wage rates referenced in sections 6(b) and 6(c) of the
supporting statement have been properly loaded to include overhead
rates consistent with EPA and OMB guidance.

maintain SPCC Plans in order to prevent oil discharges.
