Abstract: All owners and operators of existing municipal solid waste landfills will submit initial design capacity reports. Owners and operators of facilities with design capacities greater than or equal to 2,500,000 Mg and 2,500,000 cubic meters will be required to determine their facility's non-methane organic compound (NMOC) emission rate and install collection and control systems if that NMOC emissions rate equals/exceeds 50 Mg/yr.
