The U.S. Consumer Product Safety Commission (CPSC) staff is investigating the potential exposure and health risks to children under 3 years of age from teethers, rattles, and toys made from polyvinyl chloride (PVC) that contain various dialkyl phthalate (DAP) plasticizers, especially diisononyl phthalate (DINP). Manufacturers use plasticizers to soften the PVC. The Commission requests the Office of Management and Budget's approval to conduct a telephone survey and an associated observational study in support of these efforts.
