Abstract: Provides that agencies shall give interested persons an opportunity to participate in the rulemaking through the submission of written data, views, or arguments with or without the opportunity for oral presentation. It also provides that any person may submit to the Agency a citizen petition requesting the Commissioner, FDA, to issue, amend, or revoke a regulation or order or to take or refrain from taking any other form of administrative action.
