The purpose of this nationally
representative survey of taxpayers is to collect information to
accurately and objectively establish a 'benchmark' of current
levels of taxpayer awareness of IRS electronic filing options and
to measure any changes in awareness of those options as the
marketing campaign unfolds. The taxpayer survey will provide
crucial marketing information and guidance to ensure the maximum
numbers of taxpayers are aware of the electronic filing
options.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
