Terms of Clearance: This package is not approved at this time. OMB is returning this package because it was improperly submitted. Specifically, the package cleraly indicates that the method of evaluation is to use a sample of 20 supported employment provider agencies in order to infer conclusions about the larger universe of supported employment provider agenicies. However, the required Section B of the supporting statement on statistical methods was not included in the supporting materials. Thus the package was improperly submitted. In resubmitting the package, ED should take note of OMB's significant concerns with the evaluation at this time and any resubmission should specifically address these concerns: (1) Please describe ED's larger efforts to evaluate the supported employment program. Do such efforts include components which analyze extended services? Another way of wording this concern is to ask whether it would be a more efficient to study extended services in the context of a larger evaluation of supported employment. (2) ED indicates that they have *little information by way of research, evaluation, or State data systems, to assess (a) the degree to which individuals whom they fund as supported employment clients actually receive the extended services to which they are entitled; (b) the degree to which delivered extended services meet those planned in the IPE; (c) the degree to which extended services fo indeed contribute to maintenance in employment; and (d) the long term costs and benefits of funding time-limited services leading to supported employment.* The critical question is whether the research design proposed will appropriately answer these questions. First, the evaluation looks at only 20 provider agencies. Is this an adequate sample size to appropriately draw conclusions about the larger population of providers. Second, the 20 in the smaple where chosen through a nomination process in which the best of the best will be analyzed. Thus, isn't it more accurate to say that this study will only provide information on the degree to which individuals funded in the best of the best programs actually receive the extended services to which they are entitled and the degree to which delivered services in the best providers are meeting those planned in the IPE, etc. Such a study does not appear to be an objective evaluation of the program at large and thus lacks practical utility. 3) Do the forms themselves collect the necessary data to answer the research question? For examples, page 2 of the study indicates that one of the objectives is to identify key elements of innovative extended services funding approaches and that the provider face sheet will provide the necessary data to do so. How does the provider face sheet achieve this objective?
