Abstract: Regulations implementing the requirement of section 204(3) of the Higher Edcuation Act, as amended by the Higher Education Amendments of 1998, that students receiving scholarships for teacher preparation programs funded under title II of the Act must repay the scholarships if they do not teach in high-need local educational agencies for the period of time for which they receive scholarships. Primary respondents are scholarship recipients, but information will also be collected from postsecondary institutions awarding the scholarships and from the local education agencies where recipients will ultimately teach.
