This collection
is approved as an addition to OMB# 1875-0174 on the following
conditions: OMB approves this package on the condition that the
results will not be generalized to MSAP programs other than those
studied in the case studies. ED agrees that the value of the case
studies is to provide qualitative and non-generalizable explanatory
information on MSAP program characteristics and outcomes that
complement the results obtained through the larger study. Findings
from the case studies will not provide statistical results that are
generalizable beyond the sites selected for the case studies.
Therefore, ED agrees that the findings of case studies are not
sufficient to draw policy conclusions for MSAP programs as a whole
In addition, the results of the student achievement portion of the
case-study analyses and the results of the larger study (including
the rest of the case-study data) will be reported separately in the
manner described in the study protocol on pages 9 and 10. The
purpose of this collection of student achievement data is to
develop explanatory hypotheses on program outcomes, which can be
tested in future, statistically generalizable studies. Ed will send
draft copies of the volumes to OMB at least 10 working days prior
to their finalization and distribution. Finally, the limitations of
the case study approach, as noted in OMB's terms of clearance, must
be clearly and prominently stated in any reporting of these results
by ED.

evaluation is the projects' progress in improving student
achievement and achieving desegregation.
