In accord with section 4(d) of the
Endangered Species Act, NOAA proposes regulations that would
prohibit "take" of threatened salmonids. The regulations identify
13 programs or circumstances in which those prohibitions would not
apply. States, local governments, Tribes, or individuals may submit
information to demonstrate that a program qualifies to be within
those limits and therefore not subject to the prohibitions on
take.
On behalf of this Federal agency, I certify that
