Abstract: The Restructuring and Reform Act of 1998 requires that TIGTA evaluate IRS compliance with restrictions on directly contacting taxpayers who have indicated they prefer their representative be contacted. Confirmation will be sent to a random sample of taxpayers who have designated a respresentative to verify that the IRS has complied with direct contact restrictions.
