Abstract: The restructuring and Reform Act of 1998 requires that TIGTA evaluate IRS compliance with restrictions on directly contacting taxpayers who have indicated they prefer their representative be contacted. Confirmations will be sent to a random sample of tax- payer representatives to verify that the IRS has complied with direct contact restrictions.
