Remarks: Since
submission of the ICR on 1/10/2000, the Coast Guard has worked with
the affected public to clarify requirements in its November 29,
1999 interim final rule. Subsequent admendments to the IFR provide
additional clarification and Coast Guard will also issue a NAVIC
providing for implementation of the requirements and new training
criteria. With these changes and the public outreach accomplished
since the 1999 IFR, OMB concurs with Coast Guard's request that the
proposed information requirements in this rule go into effect.

The Coast Guard is revising the
requirements for licensing individuals that operate towing vessels.
The new requirements will ensure that towing vessels operating in
the navigable waters of the U.S. are under the control of licensed
officers who meet enhanced qualification and training
standards.
