Section 54.703 requires all telecommunications carriers providing interstate telecommunications services, providers of interstate telecommunications that offer services to others for a fee, and pay telephone providers to contribute to universal service support mechanisms. Contributors must file the universal service worksheet semiannuallly. The information is used to calculate contributions to universal support mechanisms. The form has been revised so that carriers can report revenues from inside wiring maintenance on line (50) with other non-telecommunications revenues, instead of line 34.
