Sections 5(a) and 7(f)(1) of USGSA and
Sections 203(h) and 205(a) of AMA mandate that, upon request of
other branches of the Government, State agencies, or private
interests, USDA shall inspect, certify, and identify the class,
quality, quantity, and condition of agricultural products shipped
or received in interstate and foreign commerce. Also that USDA may
enter contracts to provide services.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
