Interim Rule (32 CFR part 657) Army requires contract manpower data to remedy its declared material weakness in manpower requirements determination and improve the accuracy of Congressional reports. Data will be used in the Total Army Analysis force structure planning. Functional Area Assessments, and to support Headquarters, Department of the Army decision making. Data will provide complete picture of organizations/ functions capabilities in warfighting and non-warfighting scenarios. Respondents are contractors providing services under contract to the Army.
