Abstract: The survey will acquire baseline data in order to create a published guide, available first to those agencies participating in the survey, describing innovative programs and practices that state, local and federal law enforcement agencies are using in the areas described above. We believe this guide will help other agencies striving to achieve quality law enforcement organization that are diverse with regard to race, ethnicity, and gender at all levels and that best represent the communities they serve.
