Terms of Clearance: Approved consistent with NAGB's memo and submission of 3/1/00. In addition, the following terms apply: (1) OMB notes that this approval covers only the LEP portion of the study. If NAGB wishes to conduct the NAEP calibration portion of the study at some point in the future, NAGB shall resubmit the package consistent with Paperwork Reduction Act (PRA) requirements. (2) Within 2 weeks of this approval, NAGB will submit for OMB review an explanation of all NAGB activities related to VNT test development, including work done through AIR on test item development. The purpose of this submission is for OMB to assess whether these activities are being done consistent with PRA requirements. Also, concurrently with the preparation of this new submission for OMB, NAGB will begin a process for consulting with interested stakeholders on the VNT activities described in this new submission, including consultations with ED and Congress. (3) NAGB will revise the race ethnicity categories on the language background questionnaire so they are consistent with the government-wide standards published in the 10/30/97 Federal Register.
