When USAID is not party to a project contract which it finances, it needs some means to collect information and to take appropriate action in the event that contractors do not comply with USAID requirements. The information enables USAID to keep record of expenditure for program management purposes and required reports. It also allows for positive identification of transactions where overcharges occur.
