revise this collection to inform the public of the significance of
the OMB control number, to clearly state to whom this information
is to be sent, and describe how contractor information is collected
by its resource center from the program office. In addition, the
form should clearly state that submissions should not be sent to

When USAID is not a party to a
contract which it finances, it needs some means to collect
information and to take appropriate action in the event contractors
do not comply with USAID requirements. The information enables
USAID to keep records of expeditures for program management
purposes and required reports. It also allows for positive
identification transactions where overcharges occur.
