The New England Fishery Management
Council is submitting the Atlantic Herring FMP. This submission
requests the clearance of the Northeast Region's vessel monitoring
and communications requirements. The five new
collection-of-information requirement resulting from the
implementation of the FMP include: (1) VMS purchase and
installation, (2) VMS verification, (3) VMS reporting, (4) VMS
operation, and (4) VMS exemption with a letter of authorization.
Many people involved in this fishery will not need VMS because
their landings do not exceed 500 mt; this submission encompasses
the 25 entities who do.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
