As part of its responsibilities for managing the Pacific Coast Groundfish Fishery off of the states of Washington, Oregon, and California, the NMFS requires permits to participate in the fishery or to conduct experimental fishing. NMFS has also proposed that groundfish processing vessels over 125' in length be required to have permits.
