This ICR is
approved, but only as a pilot project to test and refine a number
of innovative methodological approaches that are proposed for use
in the study. OMB does not believe that these new approaches have
been adequately validated to form the basis for new quantitative
valuations of water quality improvements for use in a Regulatory
Impact Analysis. OMB has engaged the Agency and the study
investigators in extensive discussions over the past year regarding
a variety of methodological concerns. While significant
improvements have been made in the study design as a result of
these discussions, OMB believes that further pilot testing and
refinement is needed before the results would be of sufficient
quality and robustness for use in an RIA. OMB will continue to work
with EPA and the study investigators to further refine and validate
the new methodologies.

This research survey attempts to
determine that value of inland surface water quality improvements
to households in the United States. This is expected to provide
valuable research data and inputs into future Economic Analyses
prepared by EPA under E.O. 12866. The researchers plan to recruit
voluntary subjects randomly across the United States through
telephone recruiting. Subjects will be asked to complete a computer
survey from a disk, which will be mailed to them. The researchers
intend to admini- ster the survey to 2,800 persons in a nationwide
sample.
