Abstract: The animal livestock industry is shifting toward large concen- trated animal feeding operations (CAFOs), which increases the potential for water quality impacts. EPA is recommending that NPDES permits for CAFO operations include comprehensive nutrient management plans to more fully and effectively implement the Clean Water Act, which prohibits the discharge of pollutants from point sources -- including discharges from CAFOs -- to U.S. waters.
