Terms of Clearance: This ICR is not approved. It is not clear that all of the proposed record keeping and reporting requirements have practical utility and reduce to the extent practicable and apropriate the burden on persons providing information, as required by 5 CFR 1320.9(a) and (c). In particular, it is not clear that the requirements relating to filter backwash recycle self assessments, including planning and monitoring requirements, are consistent with these provisions. In developing information collection requirements for the final rule, EPA should review all documentation, record keeping and and reporting requirements to ensure that the provisions of 5 CFR 1320.9 are satisfied.

Abstract: The information collection burden resulting from the promulgation of the LT1LBR, in the first 3 years after promulgation, involves: start-up activities for turbidity monitoring of individual fil- ters by PWS (using surfact water or ground water under the direct influence of surface water as a source) serving less than 10,000 people, weekly monitoring activities for the disinfection bench- marking proocess with some systems requiring consultation with States, start-up for implementation activities by the States, and review by the States.
