Approval is granted in concept for the information collection entitled, "Comprehensive Strategy for Serious, Violent and Chronic Juvenile Offenders: Site Coordinator Telephone Interview," through December 2000 once the agency addresses the following issues: 1. The census taken of the Site Coordinators cannot be guaranteed to yield a 100% response rate, therefore statistical methods must be used to make inferences to the entire population. As indicated in the instructions, this survey must use estimation procedures to make generalizations about the entire population. Please discuss the procedure with which the agency plans to generalize the findings to the population of interest. The agency must also fully describe the respondent universe. 2. Methods to maximize response rates and deal with issues of non-response must be described. It is recommended that the agency revise its methods to maximize response rates to include the use of individually addressed pre-notification letters signed by a high-ranking Department of Justice official that provides motivation to the respondents to return the survey, follow-up card/letters, telephone follow-ups, and re-sending surveys in order to increase the response rate to the required 80% or higher. After revising these methods, the agency must then re-calculate the expected response rate for the collection and indicate the acceptable amount of sampling error. OMB requests that the agency address these issues in a written response no later than 2 weeks before the anticipated data collection. OMB reserves the right to request amendments and/or deletions based on the results of the agency's response.
