consistent with ED's memos and revisions of 5/25/00 and the
following terms of clearance: (1) The FAFSA is being cleared even
though a final language for the drug question (q35) has not been
developed. Prior to printing and distributing this version of the
FAFSA, ED will submit the final drug language for OMB review and
approval. At that time, ED will also submit to OMB an explantion of
how ED will handle FAFSAs in which the drug question (q35) is left
blank as well as any relevant changes to the Privacy Act statement.
(2) Prior to printing and disributing this version of the FAFSA, ED
will ensure the final language for the drug question has been
tested extensively for usability. (3) OMB notes that during the
review of this approval request, ED sought an amendment to the
supporting materials in order to obtain clearance to do
"operational impact" surveys in order to ensure efficient FAFSA
implementation. Within 6 weeks of this clearance, ED should submit
an addendum and a change worksheet to OMB. The addendum should
briefly describe the need for "operational impact" surveys (i.e.,
the uses of the data), the estimated burden associated with the
surveys, the estimated cost to the Federal government, and a
description of a typical or sample "operational impact" survey.
Also, ED should submit a burden change sheet to reflect any
increase in hours needed to cover these surveys under this OMB#.
(4) OMB commends ED for its efforts to develop a customer friendly
application and for its continued partnership with the higher ed
community.
