Abstract: The SBF rulemaking is revising requirements of the Oil and Gas Extraction Point Source Category Effluent Limitations Guideline (40 CFR part 435). As part of its control options, EPA is con- sidering the use of Best Management Practices (BMPs) as alter- natives to numeric effluent limitations and standards. This Information Collection Request (ICR) presents estimates of the burden and costs to the regulated community (approximately 50 SBF well drilling facilites annually) and EPA, the NPDES permit control authority, for data collection and recordkeeping associ- ated with implementation of the BMP alternatives.
