This ICR is
approved in accordance with the Paperwork Reduction Act. Before
resubmission of this ICR for extension, the Agency is encouraged to
again evaluate the number of sources subject to these requirements
and to reassess the estimates of burden per response to confirm
that most sources continue to use positiv e pressure baghouses with
a certified visible emissions observer instead of a continuous
opacity monitor. Futhermore, the Agency should discuss whether any
additional burden hours result from the activities necessary for
the certified visible emissions observer.

In general all NSPS standards require
initial notifications, performance tests, and periodic reports.
Owners or operators are also required to maintain records of the
occurrence and duration of any startup, shutdown, or malfunction in
the opera- tion of an affected facility, or any period during which
the mon- itoring system is inoperative. These notifications,
reports, and records are essential in determining
compliance.
