Title IV of the ADA requires the Commission to ensure that telecommunications relay services are available to persons with hearing and speech disabilities in the United States. The Commission is required by 44 USC 225(d)(3) to enact and oversee a shared-funding mechanism (TRS Fund) for recovering the costs of providing interstate TRS. The Commission recently modified its rules to, among other things, require the notification of substantive changes to a state's TRS program and to allow for the filing of informal complaints. Information is needed to ensure compliance with agency policy.
