Abstract: Statues provide that the Secretary may require commercial users of Forest Service Roads to perform or pay for maintenance made necessary by their use. The Secretary has so required. This form is part of the process. Were the process not in place, the current $8.3 billion deferred maintenance backlog on Forest Service roads would be far larger than it is.
