The Internal Revenue Restructuring and
Reform Act of 1998, specifically Section 3808, provides that a
study is conducted of taxpayers regarding noncompliance with
Internal Revenue laws. The objectives of the study are: 1) assess
taxpayer perceptions regarding the prevalence of noncompliance for
themselves and others, 2) measure opinions regarding the effects of
current Internal Revenue Service programs and practices on
noncompliance, 3) develop recommendations on actions to be taken to
improve compliance, and 4) determine the extent to which taxpayers
view noncompliance to be a serious problem.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
