These standards apply to are owners or
operators of phosphoric acid manufacturing and phosphate
fertilizers production facilities. Owners and operators much submit
one-time notifi- cation (where applicable) and annual reports on
performance test results, develop and implement a startup,
shutdown, and malfunction plan and submit semiannual reports of any
where the plan was not followed, and submit semiannual reports for
periods of operation during which the monitoring parameter
boundaries established during the initial compliance test are
exceeded (or report certifying that no excedances have
occurred).
